Position Summary
Position Summary
Under the direction of the Director of Financial Services, plans, organizes, and personally performs professional fiscal activities in conformance with appropriate laws and regulations.

Plan, direct, and review the activities and operations of auditing and financial analysis within the district. Provide professional and strategic analysis and counsel to the Director, Superintendent, Superintendent's staff, Budget Committee and Board as needed or requested. Position will perform complex financial analysis, audit lead and preparation of materials, analytical and statistical studies, reconciliation, process review and improvement, preparation of financial reports and statements. This position provides training on district financial systems as well as policies and procedures, and services as a subject matter expert for audit and financial operations.
Supervisory Relationships
Report to the Director of Financial Services. This position may supervise other staff members as directed.
Essential Functions
  • Complete year end closing procedures in preparation of annual audit.
  • Complete audit preparation list to ensure district is prepared and has completed all necessary transactions and reports related to its annual audit.
  • Complete reporting standards related to Financial Statements to the State of Oregon, Oregon Department of Education and EMMA.
  • Have a lead role over the district's audit process. Work with auditors during annual review to ensure timeliness and accuracy of the financial statements and providing information as requested by auditors. Act as liaison between auditors and staff as needed to ensure timeliness and accuracy of requested information between auditors and staff.
  • Review and reconcile all asset and liability accounts quarterly to ensure accuracy and maintain proper auditing standards to ensure proper documentation and explanation is available for all asset and liability accounts.
  • Review and manage DebtBook software related to GASB/Audit requirements.
  • Serve as back for Fixed Assets with the Finance Supervisor and ensure yearly audit updates, reports, and transactions are completed accurately and timely.
  • Serve as backup for review and oversight of financial system general ledger maintenance.
  • Recommend process improvements to ensure integrity and timeliness of financial transactions.
  • Recommend updates to district financial policies as needed.
  • Work with Financial Services, Human Resources, and other departments as requested related to Financial Services matters
  • May assist with general communication to staff, schools, district, and the general public.
  • May assist in implementation of financial policies and procedure reviews and updates as needed. This includes internal control procedures for processes within the Financial Services Department as well as recommendations for district wide internal controls related to financial matters.

  • Knowledge of research and reporting methods, techniques, and procedures.
  • Knowledge of auditing standards and requirements.
  • Knowledge of Federal, State, and Local legislative process; laws, codes, and regulations related to the financial administration of school districts and charter schools.
  • Knowledge of principles and practices of project management and strategic planning.
  • Ability to set work priorities, delegate and monitor progress on assignments for staff and self.
  • Ability to hire, coach, supervise, and evaluate staff.
  • Analyze, interpret, summarize and present complex financial, administrative, contractual, statistical and technical information and data in a clear manner.
  • Research, interpret and apply federal, state, and local laws, regulations, and codes.
  • Ability to analyze problems and identity opportunities and solutions.
  • Ability to communicate effectively with staff, team, and leadership.
  • Ability to communicate effectively, verbally, and in writing.
  • Ability to work independently and in a lead capacity as a team member, adapt to changing program needs; train, plan, and coordinate the work of others.
  • Ability to establish and maintain positive working relationships with internal and external stakeholders; interpret and explain complex rules, regulations, policies, and procedures.

  • Education
    • Bachelor's degree from an accredited college or university in Accounting, Finance, or a closely related field required.
  • Experience
    • Three (3) or more years related to governmental or school district budget and/or accounting.
    • Three (3) or more years related to auditing experience
Any combination of experience and training that would provide the required knowledge and skill will be considered qualifying as determined by Human Resources
